{"id":3448,"date":"2018-05-28T19:21:24","date_gmt":"2018-05-28T17:21:24","guid":{"rendered":"http:\/\/www.saidinational.org\/?page_id=3448"},"modified":"2018-05-28T20:00:15","modified_gmt":"2018-05-28T18:00:15","slug":"how-to-register-as-a-driving-instructor-in-western-cape","status":"publish","type":"page","link":"https:\/\/www.saidinational.org\/?page_id=3448","title":{"rendered":"How to Register as a Driving Instructor in Western Cape:"},"content":{"rendered":"<p>Before paying money to someone claiming to be a driving instructor, members of the public are advised to check to see if they have a valid instructor&#8217;s certificate!<\/p>\n<p>N.B.<\/p>\n<p>If your driving instructor is busy renewing his or her instructor&#8217;s certificate, provided they applied prior to the expiry date, according to Regulation 250 from the Road Traffic Act\u00a01989 (ACT NO. 29 OF 1989) paragraph (16) it will still be valid. See:<\/p>\n<p><a href=\"http:\/\/www.saidinational.org\/?attachment_id=3456\" rel=\"attachment wp-att-3456\"><img loading=\"lazy\" class=\"aligncenter size-medium wp-image-3456\" src=\"http:\/\/www.saidinational.org\/wp-content\/uploads\/2018\/05\/Vol1-1-129-218x300.jpg\" alt=\"\" width=\"218\" height=\"300\" srcset=\"https:\/\/www.saidinational.org\/wp-content\/uploads\/2018\/05\/Vol1-1-129-218x300.jpg 218w, https:\/\/www.saidinational.org\/wp-content\/uploads\/2018\/05\/Vol1-1-129-768x1056.jpg 768w, https:\/\/www.saidinational.org\/wp-content\/uploads\/2018\/05\/Vol1-1-129-745x1024.jpg 745w, https:\/\/www.saidinational.org\/wp-content\/uploads\/2018\/05\/Vol1-1-129.jpg 1700w\" sizes=\"(max-width: 218px) 100vw, 218px\" \/><\/a><\/p>\n<blockquote>\n<h1><a href=\"http:\/\/www.saidinational.org\/?attachment_id=3454\" rel=\"attachment wp-att-3454\">driving-instructors-cert<\/a><\/h1>\n<\/blockquote>\n<p><strong>The current process to be followed is as follows (sections 114A to 114Q\u00a0 that deals with the registration of instructors are not yet in force, therefore regulation 250 of the Road Traffic Act of 1989 still applies):<\/strong><\/p>\n<ol>\n<li>Apply to the Province where he or she intends to act as an Instructor \u2013 through a DLTC of that Province;<\/li>\n<li>Application shall be made in respect of one or more of the classes of motor vehicles \u2013 for learner\u2019s and driving licences, or \u00a0only learner\u2019s licences, or only driving licences;<\/li>\n<li>Application shall be accompanied by the appropriate fee \u2013 application and examination for Instructor\u2019s certificate is R165; and R33 for the issue of Instructor\u2019s certificate;<\/li>\n<li>The DLTC concerned shall submit the application to the SAPS for a report as to whether any conviction has been recorded against the applicant;<\/li>\n<li>Applicant has to be medically examined at applicant\u2019s cost;<\/li>\n<li>The application form, medical report and the Police clearance will be submitted to the Province;<\/li>\n<li>If all the relevant reports are in order, authority will be granted to the DLTC to submit the applicant to the necessary theoretical and practical tests;<\/li>\n<li>If the applicant is successful in both tests the applicant will be issued with an Instructor\u2019s certificate that will be valid for a period of 12 months.<\/li>\n<\/ol>\n<blockquote><p>Driving school instructors have the important task of training vehicle road users. This is why all instructors must be registered with the provincial <a href=\"https:\/\/www.westerncape.gov.za\/dept\/tpw\">Department of Transport and Public Works<\/a>.<\/p><\/blockquote>\n<p>It\u2019s unlawful to train road users without an instructor&#8217;s certificate. \u00a0While there are many instructors operating without a certificate, you can ask to see their certificate before you start lessons. It is actually fraud.<\/p>\n<p>Definition of fraud:<\/p>\n<p><b>Fraud<\/b>\u00a0is\u00a0<b>defined in South African<\/b>\u00a0law as \u201cthe unlawful and intentional making of a misrepresentation which causes actual and or potential prejudice to another\u201d. Corruption is\u00a0<b>defined<\/b>\u00a0as \u201cthe misuse of entrusted power for private gain\u201d.<\/p>\n<p>See:\u00a0 \u00a0<a href=\"http:\/\/www.economic.gov.za\/component\/content\/article\/49-about-the-edd\/212-anti-fraud-and-corruption\">http:\/\/www.economic.gov.za\/component\/content\/article\/49-about-the-edd\/212-anti-fraud-and-corruption<\/a><\/p>\n<p>An instructors\u2019 certificate will specify the grades or classes that they\u2019re qualified to provide.<\/p>\n<p><strong>What are the grade types?<\/strong><\/p>\n<p>You will be graded as:<\/p>\n<ul>\n<li>Grade A: Drivers can teach any driving code and must be in possession of both code EC and A driving licences.<\/li>\n<li>Grade B: Drivers can teach codes B, C1, C, EB, EC1 and EC. He \/she must be in possession of a code EC driving licence.<\/li>\n<li>Grade C: Drivers can teach codes A1, A and B, and should have a code EB and A driving licence.<\/li>\n<li>Grade D: Drivers can teach code B and should have a code B or code EB driving licence.<\/li>\n<li>Grade L: This grade or class permits learner\u2019s licence training.<\/li>\n<\/ul>\n<p><strong>How to apply<\/strong><\/p>\n<p>By law, all instructors should obtain an instructor&#8217;s certificate, obtain a medical certificate, have their fingerprints cleared and pass an instructor&#8217;s test.<\/p>\n<p><strong>Here\u2019s what you need to do before you make an appointment:<\/strong><\/p>\n<ol>\n<li>Take two identical black and white photographs, which should be:<\/li>\n<\/ol>\n<ul>\n<li>45mm x 35mm, and<\/li>\n<li>printed on quality paper and captured by a professional photographer.<\/li>\n<\/ul>\n<ol start=\"2\">\n<li>Have the required application fee of R165.<\/li>\n<li>Go to your nearest <a href=\"https:\/\/www.westerncape.gov.za\/directories\/facilities\/1130\">driving licence centre<\/a> with your ID book and a valid driver\u2019s licence.<\/li>\n<\/ol>\n<p><strong>At the driving licencing testing centre you should:<\/strong><\/p>\n<ol>\n<li>Complete an application form R1<\/li>\n<li>Undergo a medical check using the medical certificate form.<\/li>\n<li>Have your fingerprints taken and wait for the results.<\/li>\n<li>Receive a date for your theoretical and driving test, to test your driving abilities.<\/li>\n<\/ol>\n<p>If you pass, your application will be sent to a member of the executive committee (MEC) of transport for approval.
