Kindly note that the Occupational Certificate Driving Instructor was registered by SAQA on the NQF at level 4 on 07 December 2018. The SAQA link to this qualification is:

We would like to heartily thank the industry for a sterling support during the development of this qualification. Without your support we couldn’t have made it. The next process will now be the development of actual training material for all the seven modules in this qualification so that implementation and roll-out of this qualification could be arranged.

PURPOSE AND RATIONALE OF THE QUALIFICATION |
Purpose: The purpose of this qualification is to prepare and train driving instructors that will set high standards of law compliance and driving professionalism for all drivers using public roads through consistency and uniform standards. A Driving Instructor promotes road safety by planning and providing training in accordance with applicable legislation to enable the public to obtain a learner’s and/or driving licence. A Driving Instructor teaches, trains and checks the readiness of individuals or groups in the theory and practice of driving skills to operate a vehicle safely and legally on public roads. A qualified Driving Instructor will be able to: · Plan and provide tuition to enable a learner to obtain a learner’s licence in accordance with applicable legislation requirements. · Plan and provide training to enable a learner to obtain a driving licence in accordance with applicable legislation requirements. · Maintain an effective system of vehicle control. · Establish, keep and maintain prescribed records. Rationale: This qualification will ensure that traffic laws, road traffic signs, road traffic rules, vehicle controls and vehicle control are properly taught to the clients. It is envisaged that this qualification will contribute to the reduction of road carnage by promoting road safety. Through this qualification, the traffic fraternity has created a developmental career path along a path of lifelong learning through the formal acknowledgement of competencies, skills and attitudes. Qualified driving instructors will be able to progress career wise to occupations like Examiner for Driving Licences, Road Traffic Safety Officer and so forth. |

Recognition of Prior Learning (RPL): RPL for Access to the External Integrated Summative Assessment: Accredited providers and approved workplaces must apply the internal assessment criteria specified in the related curriculum document to establish and confirm prior learning. Accredited providers and workplaces must confirm prior learning by issuing a statement of results or certifying a work experience record. Associated Assessment Criteria for Exit Level Outcome 1:
· A lesson is designed, delivered and evaluated to obtain a learners licence. · A lesson plan is designed, delivered and evaluated to obtain a driving licence. · The applicant is prepared, assessed and scheduled for a yard test. · The applicant is prepared, assessed and scheduled for a road test. Associated Assessment Criteria for Exit Level Outcome 2: · The system of vehicle control is outlined and related. · Vehicle dynamics are simulated, demonstrated and practiced. · The types of hazards on public road are identified, managed and sketched. · The principles of vehicle control are identified, predicted and interpreted. INTERNATIONAL COMPARABILITY |
This qualification has been compared with similar qualifications in Australia and Canada as these two countries are considered leaders in driver training and therefore best suited for comparability as to the standard of this qualification.
Australia: Road Transport-Certificate in car driving instruction (Australian Qualifications Framework): · The Occupational Certificate: Driving Instructor compares with the above qualification in terms of the following learning areas: Occupational Health and Safety (OHS) procedures. · Maintenance of records and administration. · Learning facilitation. · Monitoring and delivering service to customers. · Developing safe driving behaviours. · Customer interaction, etc. · Entry requirements. Good morning Mr Masangu,
This emails just serves as an update on the registration of the Occupational Certificate Driving Instructor. This new qualification is still between QCTO recommendation and SAQA registration on the NQF. Final registration normally take 1-2 months when a newly developed qualification has reached this stage. We will keep you informed with regard to this process in order for Training Provisioning to plan for the development of Training Material for the Occupational Certificate Driving Instructor when fully registered.
